
In order to serve the major national strategic needs of “Education Powering the Nation” and “Constructing the Guangdong-Hong Kong-Macao Greater Bay Area”, in January 2022, Beijing Normal University (BNU), the Chinese University of Hong Kong (CUHK), and the University of Macau (UM) jointly initiated and established the Guangdong-Hong Kong-Macao Education Quality Monitoring and Evaluation Alliance (hereinafter referred to as the “Alliance”). By integrating resources from all parties to jointly build research communities, talent training bases, and monitoring and evaluation systems, the alliance gives full play to the advantages of all parties to promote the coordinated development of scientific research, talent training, social services, and academic exchanges in educational quality monitoring and evaluation in the Greater Bay Area and beyond. The Alliance organizes an annual international conference on educational quality monitoring and evaluation.
The 2025 Alliance Annual Conference, International Forum on Frontiers in Educational Assessment, will take place at University of Macau from November 22-24, 2025. We welcome interested researchers and professionals to present and to attend the forum.
Educational testing and assessment researchers (e.g., university faculty members, graduate students and post-doctoral researchers), government officials for educational quality monitoring and evaluation, and industrial assessment professionals.

We welcome presentations on any topic related to educational quality monitoring and evaluation, such as:
- Emerging theories and methods of educational assessment (e.g., cognitive diagnostic assessment, computer adaptive testing)
- Technologies in education assessment (e.g., machine learning, AI and large language models)
- Large-scale assessment design and implementation (e.g., PISA, TIMSS, provincial education quality monitoring)
- Assessment of emerging competences (e.g., STEM literacy, computational thinking)
- Policies of educational quality monitoring and evaluation
